On the right-hand side of Dylan, you'll see a path that will lead below the Stormwind Cave, which is where you'll need to go. Prepare to fight as there are Saurians inside. After clearing the area, you'll find that one of the soldiers is dead. Approach the body and you'll be given a tutorial on how to revive the dead.

"If a resident of this world dies, it is not necessarily the end, for the Arisen has the power to revive the fallen by using a Wakestone in close proximity to them. Bear in mind, however, that the bodies of the dead are not left to the mercies of the elements, but will in short order taken to a morgue or charnel house in one of the larger cities."

Upon using a Wakestone, you'll revive the soldier and unlock an achievement "The Savior". Speak to Thurston and he'll ask you to investigate further into the cave to help find another soldier. Proceed to the highlighted area where you'll encounter more Saurian enemies. Kill the creatures to save another soldier named Hollis and then escort him back to the entrance. Inside the lair where you rescued Hollis, there is a chest containing a Serpentine Circlet. When you're ready, head towards the entrance and keep an eye out for other soldiers who are dead. If you have enough Wakestones, you can use them to revive them. Make sure you accompany the soldiers back to the entrance to complete this task.

In NG+, the knights in the goblin cave were killed and the task is not being completed in any way. I have resurrected men, but they do not thank me for my help and do not confirm the completion of the task.

Pretty sure this is the quest that enables random boss attacks in towns. I had 30 hours of playtime with absolutely peaceful towns. As soon as I turned in this quest, I started encountering town attacks left and right. Still have the other two quests pending from Brant.
