Brant has provided you with vital news regarding a man who will lend his support to your cause Waldhar, a magistrate, who refuses Disa's order has been held as a prisoner who sits in a cell beneath the palace. Brant asks for the Arisen's aid in arranging the magistrate's release who will be willing to vouch for the identity and right of the Arisen. The quest is unlocked by choosing to "Accept" to the dialogue option "Tell me of monster culling" when speaking to Brant at the Stardrop Inn during the quest, Seat of the SovranThis quest is not affected by the passage of time. The Caged Magistrate Quest Complete - You managed to lead the magistrate safely out of the dungeons and reported back to Captain Brant.

You saw Magistrate Waldhar relocated to the archives in the Gracious Hand's vaults, earning yourself an erudite ally in your claim to the throne. The magistrate is well-respected, and his voice will do much to further the legitimacy of your ascension.

Find the Magistrate at the Vernworth Gaol Tower

To recap, this quest is unlocked by choosing "Accept" to the dialogue option "Tell me of monster culling" when speaking to Brant at the Stardrop Inn during the quest, Seat of the Sovran. You'll also receive the Gaol Key from Brant which you'll need for this quest. Prioritize or mark the quest from the menu and look at the map to find the highlighted objective. Your destination is to head to the Vernworth Castle Gaol Tower of Vernowrth Castle, south of Vernworth. See the map images above. Take note that the area you are about to explore is "Restricted Entry". Below are some notes on how to approach Restricted Areas.

  • There are some locations that are entirely off-limits, and others to which you will only be permitted entry at specific times of day. For instance, if a guard catches you on the palace grounds anight, you will be apprehended and thrown in gaol for trespassing. There are also certain locations that forbid pawns from entering the premises altogether.
  • Masquerades are regularly held in Vernworth Castle's masquerade hall, and may afford you an opportunity to make the acquaintance of important individuals. However, masquerades are formal occasions, and you will only be permitted to attend if you are wearing suitable attire.

Proceed to the gaol and you'll find the stationed guard, Otto. Approach him and he'll mention that Captain Brant has given the order to allow you to pass. Head inside and go down the stairs until you reach the underground cells. Now there will be a guard here inside the room on the left. Now you have two ways to approach this (1) sneak around the guards until you reach the cell of the magistrate or (2) wear a disguise when you roam around the floor where the cells are. Below are some gameplay notes for the Gaol if you are arrested:

  • If you perform dubious deeds in cities, on castle grounds, or in other such places where order is enforced, you may find yourself surrounded by the guard, after which you will be arrested and thrown in gaol. There are a number of paths to escape, but speaking with the gaoler on watch is a good place to start.

In our playthrough, unfortunately, we were captured and sent to the Gaol. If you also get arrested in your playthrough, you can escape the cell by punching the breakable wall behind you. Follow the sewage path until you find the exit. Once you're outside, your Pawns will automatically meet up with you and you'll reacquire all your gear and items. 

NOTE: IF YOU COMPLETED DISA'S PLOT BEFORE THIS QUEST, YOU SHOULD HAVE THE MARCHER'S SET THAT YOU OBTAINED FROM A CHEST IN THE GUARDHOUSE OF THE CASTLE. WEAR THE SET TO DISGUISE YOURSELF AS ONE OF THE GUARDS. While you have your disguise on, head to the magistrate's cell and talk to him. His cell is the first one on the right. Use the Gaol Key to unlock the cell and then speak to Waldhar.

During your conversation, he'll ask who you are. Answer him with "The Arisen.". Your character will then show him the wound which bears a mark and enough proof for him that you are the Arisen. Next, choose the option "Urge him to escape." You'll then learn that he asks if you could find a place to conduct his work and research before he escapes the gaol. Your objective will then update after speaking to Waldhar.

Report Back to Brant

To easily progress the task of finding an area with tons of tomes, we highly recommend that you complete the side quest "The Heel of History
", since the locations you'll explore are tied to this quest, you can learn about this by speaking to Brant at The Stardrop Inn at night and choose the dialogue option "Tell me of the magistrate". To activate the "The Heel of History" quest, head to the slums of Vernworth and donate food (twice) to Kendrick of Gracious Hand. He is outside The Gracious Hand building, near the ruined base of an old tower.

The Heel of History Quest

To progress The Heel of History, you will ask around the people who might have seen him. Look for a girl named Aimee inside the big building of the Gracious Hand. She is sitting on the floor next to a woman with black headwear. Then, return to Kendrick where you first found him. He has an idea where this vault that the children speak of. Kendrick shows you that there is a hole that Malcolm could have used to pass through and after a short cutscene, a new path will be opened for you to go inside.

Follow the stairs that will take you to the Gracious Hand's Vaults. The path is straightforward but will involve crossing a ledge. Then follow the path ahead of you. Once you reach a bigger area where the path is split into two (one on your right and one ahead), take the path ahead to find Malcolm. He reports that he found heaps and heaps of books, like a secret workshop. Follow Malcolm's lead as he takes you deeper into the Vaults that he has discovered.

Help Waldhar Escape

Now that you've found an archive in the Gracious Hand's Vault, return to the Waldhar's cell in the Vernworth Castle Gaol Tower to advise him of your findings (make sure you're wearing the marcher's set as mentioned before entering the gaol tower). Choose "The Gracious Hand's Vaults." when speaking to him. Shortly after, he'll ask you to guide him outside to safety. From Waldhar's cell, turn right and go to the end of the room to find a locked gate on the right. Use the Gaol Key and then go down the spiral stairs. When you reach the bottom, you'll find another gate leading outside. You can use the same key to unlock this. Once you've guided him outside, he'll part ways and you'll progress the quest.

Next, proceed to The Stardrop Inn at night and report to Captain Brant about your success in freeing the Magistrate. Choose the dialogue option "Tell me of the magistrate" and then give back the Gaol Key to Brant. This formally completes the quest and you'll acquire the following assets as rewards: x1 Ferrystone, 7000 G, and 1200 XP

  • This quest is related to the side quest: The Heel of History
  • The quest requires a disguise such as a mask to roam the restricted area of the gaol tower.

  • This quest can be unlocked by choosing to "Accept" to the dialogue option "Tell me of monster culling" when speaking to Brant at the Stardrop Inn during the quest, Seat of the Sovran.

      If the quest Convergence has been started, where the towers rise from water, this dude will no longer leave his cell…even after finding the vault from the heel quest…

        You can request a forgery of the gaol key that Brant gives you from the scrap shop at the Checkpoint Rest Town(Oxcart on the west side of town) and give the forgery back to him which lets you keep the unbreakable key permanently.

          More half-truths & poorly researched bulllshit. Talking to JUST Aimee won't progress the quest, you need to talk to three kids in the slums to progress the quest

            On the well next to the gaol tower entrance you can find a chest with the Marcher's armor set. That way you can move freely in the prison.

              With full set of Marcher's armor set guards just ignore you and you can walk in to prison with no problem.

                I managed to sneak out without being seen/guards not caring, im not sure which but i was wearing a set of armor i found(Full set of Marcher's armor- helm, chest, legs, cloak) in the sewers under the castle(get there from 2nd floor in baldwins estate/climb down the well next to gaol entrance). I picked up the magistrate guy and carried him after unlocking the way out. I coulda just got lucky but maybe the Marcher's set also works as a disguise?

                  Try the Marcher's Set of armor, set in the sewers(go down the well outside the gaol). Might disguise you, not sure that or i got real lucky escaping.
