Civil Unrest is a Quest for Dragon's Dogma 2 (DD2). Civil Unrest is affected by the passage of time and is one of the 5 evacuation quests that are part of the main quest: Halls of the First Dawn. During this quest, you will travel to Bakbattahl to evacuate the people after getting Nadinia and Menella's approval. There is unease among the people of Battahl and you need to help settle them so the people can leave their homes.
The sudden changes in the world have sowed a deep unrest in the hearts of the Battahli people. You have been tasked with resolving their quarrels, to facilitate the evacuation.
How to Unlock Civil Unrest Quest in Dragon's Dogma 2
After picking up Halls of the First Dawn, this quest can be started by speaking to Menella. You can find Menella at the Mercantile Ward, near the red beam. See Civil Unrest on the [Dragon's Dogma 2 Map].

Resolve the quarrels
After speaking with Menlla, you'll have to resolve three conflicts that are ongoing in Bahbattahl. This is crucial to the quest since this will determine if the people of Battahl will unite as one and will smoothly undergo the evacuation.
Important: It is recommended to use non-lethal actions when resolving the quarrels between these NPCs. Killing people or resolving the conflicts violently will change how Menella will react, but regardless, the evacuation may continue since you have struck fear in the people.
Scario and Nabrah Quarrel
The quarrel between the two can be settled by simply agreeing to watch their duel when prompted. This will occur in front of the Bakbattahl Vocation Guild.
Glint and Nomos Quarrel
Their quarrel can be settled peacefully by giving any kind of food to one of the children. You can find them in front of the Bakbattahl Inn.
NOTE: Don't give rotten, or any food that isn't in good condition as this can result in a different reaction from the parents.
Grant and Abba Quarrel
To settle their quarrel "peacefully", you can approach them and they will stop attacking each other and attack you. To conclude the fight without a violent end, you must not retaliate and take their punches. After some time has passed, they will get tired and the quarrel will conclude peacefully. You can find them in front of the purchasable house in Bakbattahl.
Alternatively, you can settle their dispute by attacking them.
NOTE: Choosing not to intervene will result in both of them killing each other at the end of the duel.
Report to Menella and Nadinia
Once all of the conflicts have been resolved, speak with Menella and then go to the Flamebearer Palace to speak with Nadinia. Doing this will trigger the evacuation of Bakbattahl and will complete the Civil Unrest quest.

For Scario and Nabrah, I refused to watch their duel, and then interrupted it by picking one up and throwing them at the other. Besides being fun, they both agreed to stop trying to kill each other. A peaceful resolution.

BUG FIX!!!
There is a bug where the Smithy's or other important vendors arent where they are meant to be after they evacuate, but they are instead wandering around the temple, if you can physically locate them in the temple, and carry them back to where they are meant to be (Smithys at the smithy place next to the port crystal for example) then they will fix themselves and provide their services once more.

the two guys in front of Manella arent doing anything, i pull my weapon out to intimidate them, i pick them up, i beat them with my hammer, nothing seems to make them want to stop bickering.

Weird. I gave food to the kids, watched over the duel, but no third quarrel? On top of that, Menella said I resolved the quarrels violently? What?

There's 2 bickering guards outside the Vocation Guild that asks you to act as witness for a duel, agree to be their witness and simply wait for them to beat each other up, this completes one of the 3 tasks needed to progress the quest.

This quest is ****ing stupid I have no idea what I'm supposed to do with these people everything leads to fights
Just thought I'd let others know that I found my Menella dead somewhere outside the flame bearer Palace after doing the quest involving the red beam. Had to revive her and carry her to the two civilians fighting each other in town to start the Civil Unrest quest. Thought I was bugged for good.
