Dragon's Dogma 2 Claw Them Into Shape Quest Walkthrough
Procure weapons and find a motivated soldier
Speak with Beren at the Beren's Tent south of Moonglow Garden, which are both due north of Melve. Then bring him 3 Swords. You can buy three at the Borderwatch Outpost to the east for 850 G. Once you have all 3, return to his spot near Moonglow Garden and hand them over. For the second requirement, the motivated soldier can be found in Vernworth. Head southeast of Clovis's Barberie and a young man named Humphrey will approach you, who is eager to learn how to fight. Choose the "Tell him about Beren" dialogue option to progress this quest. NOTE: If you didn't find Beren at his tent, try coming back at night. Others have reported that he can only be seen here at night.
Once done with both objectives, return to Beren at the training grounds in Borderwatch Outpost. Beren will ask you to spar with him. Regardless of who wins, a cutscene will start playing after the spar. A soldier comes into the camp and says that some Goblins are attacking.
Follow Beren
After hearing the attack from Eli, Beren runs out of the camp to aid the soldiers under attack. Stay on his trail and follow him out of Borderwatch Outpost and he will head to a campsite on the west side. Once you have reached the spot, you will find a wounded soldier, and this event promptly completes Claw Them Into Shape.

You followed Beren to the location of the attack:
Though Vermund's official stance is that beastrens and humans are to be given equal opportunities, the reality is quite different. Beastrens are apt to lose their stations for the slightest mistake—even if the fault was not their own. And so, for the misfortune of another, Beren finds himself on the chopping block.

So I picked up the quest after finishing Feast of Deception and during Flickering Shadows, but the game doesn't register me picking up 3 swords from any vendor or just plainly picking them up from chests at all. Beren isn't actually anywhere to be found either and I'm not sure how to proceed.

Does anyone know where he is located in the seafloor shrine?

I started my quest after "In Dragon's Wake". I first found Beren in Borderwatch Outpost in the training grounds. It did a little cut scene thing but did not start anything. I waited on a bench nearby and came back, and the soldiers' said that Beren is at his house In Moonglow Garden before and after training. I went there immediately after they told me this and he was there and it kicked off the quest.
