This item can be bought from Ibrahim's Special Items menu for 15000, letting you give it to any NPCs or pawns as a gift. It seems to be a really powerful gift, too; you can get the basic -5% discount from literally every merchant as soon as you meet when it's given as a gift.
It also seems to work on just about every NPC, regardless of their likes. They're always blushing after giving two Jadeite Orbs, no matter who or where. Idk if it's cost effective, but I imagine some speedrunner could figure out a use for this information.
