A good way of getting these is going to the Tomb of Ja'Nuwa, southwest of Bakbattahl. There's one skeleton lord in there that drops it. He respawns every 5-7 days or so, but don't rest 5-7 times at the campsite outside, he only appears again when you leave the area and come back.
