make sure you have the regalia sword in YOUR inventory, not a pawn/chest/inn, and then you can progress dialogue with brokkr

If you're looking for Dwarven upgrades before this shop is open (like I was), Dwarven style can also be done by Gautstafr at his house after you complete "Put a Spring in Thy Step". Just talk to him and he sells weapons & does weapon/armor enhancements in Dwarven style

Can't buy anything from him, he just says his generic npc lines. Finished both “Dulled Steel, Cold Forge” and “Steeled Resolve, Blazing Forge“ quests without problems. Don't know what to do now is it bugged or what

i ran up to the vernworth castle, there the soldier ran up to me.

ok so, I'm not sure which quest it was to trigger it but sometime after you get to Battahl if you go back to Vernworth castle there should be a cutscene where a soldier runs up to you, gives you a stolen sword and it starts a quest where you have to look for a blacksmith. then you go to this guy to continue
